Go to Control Panel and select "Regional and Language Options". In the Languages tab, there is a box that says "Install files for East Asian languages". Check it and follow the instructions for installation (you may have to restart the computer). For student machines, you may need the install disc for their flavor of windows (unless the user did a complete install).

After the installation is complete, go back to the Languages tab and click the Details button. Click the Add button in the Installed services section. East Asian languages including Chinese (PRC), Japanese and Korean should now appear in the dropdown menu drop-down menu as options under under input language.
