Go to Control Panel and select "Regional and Language Options". In the Languages tab, there is a box that says "Install files for East Asian languages". Check it and follow the instructions for installation (you may have to restart the computer).
After the installation is complete, go back to the Languages tab and click the Details button. Click the Add button in the Installed services section. Chinese (PRC) should now appear in the dropdown menu under input language.
