Win 10 - Cannot Run Programs as Administrator

The Problem

In some instances of Windows 10 you may see this error message when attempting to run applications specifically bundled with the Windows 10 OS.  Examples include Bing and Calculator.

The Fix

1. Logon to the computer as Administrator
2. Open Control Panel
3. Open Users
4. Change User Account Controls to the following level or higher:
   
   
   
   
5.  Save the changes and restart the computer.
6. Login to the computer as Administrator.
7. Right click on the Start Button
8. Click Run
9. Enter secpol.msc and hit enter.
10. Once secpol.msc will open
11. Navigate to:  Local Policies  / Security Options / User Account Control: Use Admin Approval Mode for the built-in Administrator account
12. Change the value to Enabled
13. Click OK.
14. Restart the computer.
